The Regional Information Technology and Software Engineering Center (RITSEC), was established in January 1992, as a joint project between the United Nations Development Program (UNDP), the Arab Fund for Economic and Social Development (AFESD).

Located in Cairo, and created as a regional, non-profit organization, RITSEC provides technical, professional and developmental services to the agencies, institutions and governmental organizations in the Arab Region.

Little Horus was launched by RITSEC for "Investment in Our Future" to prepare Arab and Egyptian children for the next millennium.

The Little Horus web-site is the first Egyptian web-site for children. It has succeeded in creating circles of knowledge between children around the world, breaking down the barriers of distance, nationality and all other existing differences. The web-site was launched in June 1997, in Arabic and English, with more than 300 pages of information and illustrations covering the successive eras of Egypt's civilization, as well as an entertainment section. In one year, over 2.5 million visitors accessed the site and it has been, hence, recognizedby international IT and education organizations.
